The Ba'ath loyalists group, known to be led by Saddam Hussein's former vice president Izzat Ibrahim al-Douri, issued a statement before the start of operations calling for the people of the city to start an uprising against ISIL and announced that they will fight the "terrorist organization." أصدرت مجموعة من المواليين لحزب البعث الذي من المعروف أن الذي يقوده كان صدام حسين ونائبه عزة الدوري حيث قام بتصدير بيان قبل بدء العمليات يدعو أهل المدينة لجعل أنتفاضة ضد داعش وأعلن أنها ستحارب "منظمة أرهابية"."
Other factions opposed to the Iraqi government include the Iraqi Baath Party currently led by Izzat Ibrahim al-Douri a former official to Saddam Hussein during his rule in Iraq and has been active in Iraq's conflict since the US-led invasion in 2003 leading multiple factions including the Naqshbandi Army and Supreme Command for Jihad and Liberation. فصائل أخرى مناهضة للحكومة العراقية تتضمن حزب البعث العراقي الذي يقوده حاليا عزة الدوري، مسؤول سابق لصدام حسين أثناء حكم العراق وكان نشطا في نزاع العراق أثناء الاحتلال الأمريكي سنة 2003 بقيادة فصائل متعددة تتضمن جيش النقشبندية والقيادة العليا للجهاد والتحرير.
